Pulmones Libres / Breathe Free is a COPD (Chronic Obstructive Pulmonary Disease) awareness and education program of BREATHE California of Los Angeles County ( BREATHE LA). Pulmones Libres / Breathe Free will initially outreach to the Los Angeles Latino community recruiting 100 medically indigent individuals from 10 zip codes (90004, 90005, 90006, 90020, 90026, 90027, 90028, 90029, 90038, 90057) for 2-hour COPD management classes spanning 4 weeks.

A Veteran's Administration (VA) research study on patients with end-stage chronic obstructive pulmonary disease (COPD) concluded that patients benefit from pulmonary rehabilitation. The benefit occurs regardless of their age, complicating illnesses or lung function. This information was presented at the American Thoracic Society's 2008 International Conference in Toronto this past May.

Both houses of Congress acted to override President Bush's veto of the Medicare Improvements for Patients and Providers Act (H.R. 6331) the week of July 20-26 2008. The key addition to the Act adds pulmonary rehabilitation services as a Medicare covered benefit.
