Meet the Panelists
DR. TONY KUO
Tony Kuo, M.D., M.S.H.S. directs the Division of Chronic Disease and Injury Prevention in the Los Angeles County Department of Public Health. He also serves as the Director of the Office of Senior Health for the County of Los Angeles. Dr. Kuo has more than 15 years of clinical practice experience in continuity, urgent/emergency and homeless shelter care. His professional interests span the continuum of medicine and public health. They include undergraduate and graduate medical education; nutrition and physical activity promotion; cardiovascular health promotion; diabetes prevention; patient-centered care; and social programs that affect health.
ANNELISA EHRET MOE
Annelisa helps to keep L.A. water clean and safe by advocating for comprehensive and science-based water quality regulation and enforcement. Before joining the team at Heal the Bay, she worked with the Regional Water Quality Control Board in both the underground storage tank program and the surface water ambient monitoring program. Annelisa completed her master’s degree in geological sciences at CSU Northridge. In her free time, she enjoys caving, canyoneering and scuba diving.
DR. PHILIP M. FINE
Dr. Philip Fine is the Deputy Executive Officer for the Planning, Rule Development & Area Sources Division at the South Coast AQMD. In this role, Dr. Fine oversees all activities of the Division, including development of State Implementation Plans and the Air Quality Management Plan, strategies and rules for air pollution control, meteorology and forecasting, air quality evaluation, air toxics risk assessment, emissions inventories, transportation programs, and enforcement for area sources. Dr. Fine serves as South Coast AQMD’s member for the California Air Resources Board legislatively mandated Research Screening Committee. Prior to his recent positions, Dr. Fine’s responsibilities at South Coast AQMD included oversight of ambient air monitoring, laboratory services, quality assurance, and source testing.
